Definition
The 1939 and 1964 New York World's Fairs were two enormous international expositions held in Flushing Meadows, Queens, on a site Robert Moses helped engineer twice. Each fair was, in his hands, an excuse to reclaim ash dumps and marshland, build highways and bridges to the site, and leave a permanent park behind when the exhibits were dismantled.
The two fairs frame Moses's career like bookends: 1939 marks his ascent as the master park-builder of the LaGuardia era; 1964 marks the over-reach of a man who could no longer charm a public that had begun to see the costs.

How it works
A world's fair is an immovable deadline attached to a celebratory political narrative. That combination gives any administrator with site control the power to accelerate adjacent infrastructure: the highways, parking, water, and sewers that the fair "requires" become, in practice, permanent additions to the city. The fair pays for the site; the city is left with the legacy.
Moses understood this earlier and more deeply than his contemporaries. He turned each fair into a parks-and-highways program with a built-in narrative shield against critics. The technique works until the financial reality of running the actual exhibition catches up — as it did in 1964, when cost overruns and disappointing attendance revealed the trick.
