The precautionary principle is the policy stance that, when an action could cause serious or irreversible harm and the science is uncertain, the burden of proof falls on the proponent of the action rather than on those who oppose it.
The principle has been formalized in environmental law and public-health policy across many jurisdictions. Rosling treats it with care. He accepts the underlying intuition — that potentially catastrophic and irreversible harms warrant a different decision rule than ordinary risks — but warns against the version that collapses into paralysis.

The strict reading of the principle says: if an action might cause serious harm, do not take it until you can prove it will not. The looser, more workable reading says: weight potential serious harms more heavily than ordinary risks, and require proportionally more evidence before proceeding. The strict reading is rarely operationalized cleanly; the looser reading is the way most regulatory bodies actually behave.
The principle works best where its assumptions hold: the potential harm is genuinely catastrophic, genuinely irreversible, and genuinely under-studied. Climate-system tipping points, novel biotechnologies, and certain pandemic-pathogen research fit this profile. It works badly when applied indiscriminately — to any new technology whose downsides have not been fully cataloged — because almost no technology can be fully cleared in advance, and the cost of inaction (sticking with the dirtier, more dangerous status quo) often dwarfs the cost of action.
Rosling's preferred discipline is incremental: take small steps, monitor outcomes, and adjust quickly if harm appears. This is not a rejection of precaution but a refinement — it keeps the asymmetric concern about irreversibility while avoiding the trap of treating the unknown as automatically more dangerous than the known.
